The Complaints
The complaints in this case arose the applicant reported to police that he had received four anonymous letters through the post, which were of a sexual nature.
We have reviewed the handling of one complaint, namely that:
- officers have not taken appropriate action in dealing with anonymous letters received by the applicant.
Police Scotland's Decision
Police Scotland did not uphold the applicant’s complaint.
Our Findings
We have found that Police Scotland did not handle the applicant’s complaint to a reasonable standard.
Consequently, we have made a recommendation to address the shortcomings in Police Scotland’s handling of the complaint. In summary, we have recommended that Police Scotland conduct further necessary enquiries, re-assess the available information, taking into account our observations, and issue the applicant with a further response which explains the determination reached.
Our recommendation should be implemented by Police Scotland within two months of the date of this report
