Around 37 hours per week Monday to Friday

The Police Investigations and Review Commissioner is currently seeking to recruit an HR Administrator to join her team who are based in Hamilton.  This is an exciting opportunity for an enthusiastic, self-motivated individual to work in a fast-paced environment within a growing progressive organisation. 

The PIRC was established in 2013 and is responsible for carrying out independent investigations into incidents involving the police and independently review the way the police handle complaints from the public. Our aim is to secure public confidence in policing in Scotland by supporting continuous improvement and promoting positive change. 

As Human Resources Administrator you will be reporting to the Human Resources Officer (HRO) and will support them and the Head of Human Resources and Corporate Services (HHRCS) in the delivery of our Human Resources functions which include recruitment, updating and maintaining electronic HR systems.   The post holder will be faced with competing priorities, demands and expectations and will require to have a working knowledge of each area and be able to provide integrated and efficient human resources service that supports colleagues, service users and stakeholders.  Due to the highly sensitive areas of work and projects undertaken by the post holder and the access to highly sensitive and confidential information, it requires discretion, integrity and diplomacy at all times. 

You must be able to demonstrate proficiency in the following specific duties: 

  • Co-ordinate and manage the recruitment process in conjunction with the HRO for all staff recruitment, including advising management, processing request to recruit forms, developing job descriptions and person specifications, preparing advertisements and posting on PIRC website/intranet and external sites, responding to candidate and staff queries, checking application forms, preparing applications for shortlisting, arranging assessments/interviews and preparing interview packs for selection panel.  
  • Support the HRO / HCS in policy development or procedural change by conducting research into legislation, best practice or by carrying out benchmarking in order to suggest a course of action.  
  • Provide support, advice and guidance to staff and management within PIRC by answering and dealing with general HR queries, these could be telephone, email or face to face enquiries, and can vary in complexity. Post holder will be required to build relationships based on trust throughout the PIRC. 

Successful candidates should have a good standard of general education (minimum SCQF level 6 or equivalent) including English. Candidates should also have significant, recent experience, 2 years minimum, of working in a similar human resources role. They should also be able to evidence their abilities to meet the essential requirements for the post.

The successful candidate must undergo Non Police Personnel Vetting (NPPV) and Baseline Personal Security Standard (BPSS) clearance prior to appointment.
